unable to create a new android project in eclipse -

i'm not able create new android project in eclipse. whenever try create 1 & reach last screen of wizard & hit finish button, empty project (just folder structure) project same name gets created in navigator window wizard not go away.

and in error console showing:

   failed load properties file project 'xxxxx'    failed finish precompilerbuilder#startuponinitialize() android 

it still has finish button & nothing happens on clicking again.

tried re-installation not worked.

operating system: windows 7

what do? suggestion......

i have give answer of own question as,

it solved installing api level 16 in sdk version 21 , adt version 21.
