i trying create outgoing caller id dynamically.
problem twilio not create because fails verify (noone responds , inputs confirmation code).
why need verify number if list of available phone numbers?
can emulate response send twilio confirmation code when twilio dials number?

not sure mean "from list of available phone numbers". mean you've purchased number twilio? if thats case not have verify it, can use twilio number outgoing caller id.
if not twilio number, today way authorize outgoing phone number have twilio call number , answer , enter correct pin code. reason prevent fraud.
