Mobile viewport issues -

i having few issues viewport scale on mobile devices. have set viewport width device width, it's not scaled wrapper div, it's scaled inner div, hence of outer content not visible.

whats more, because it's scaled, it's not possible zoom out further see of content.

all of documentation can find says viewport device width should work, thoughts , suggestions? link here: preview website

i have <meta name = "viewport" content = "width=device-width"> in header of pages no avail! considering going down route of mobile stylesheets based on device width.
